cartoon figure of sea captain parrot and treasure

I need an skilled experienced cartoonist to upgrade my sea captain cartoon. Must have your own portfolio of samples and excellent ratings. Audience: I use it for presentations and publications related to motivating business staff and executives. Attached please find 3 images A. ( file SC1 ) The Simpsons’ TV show sea captain I like everything about this but assume it’s copyrighted. B. ( file SC2 ) My rendition of a sea captain. On this I’m still concerned that I may be infringing on copyright laws etc. C. ( file SC3 ) My next iteration of a sea captain (head only) A bit too fat, too drunk looking, nose not strong enough. 1) I want my sea captain to look happy, fun, strong, and seasoned like Simpsons original (SC1) but different enough so I’m out of copyright infringement range. 2) I want the lines and coloring to look cleaner, crisper, higher definition, and more professional than mine (SC2, 3) 3) make the nose more angular (per SC2) and non-phallic (per SC3)! lol! 4) If you can throw a parrot in like (file SC2) but as a separate drawing that I could paste in as needed would be great. 5) A treasure box would as a separate drawing that I could paste in as needed with the sea captain would be great 6) No pipe or peg leg 7) have one arm "swinging" in front of his abdomen and his legs bent for an actual sea legs type stance 8) mouth open so I can have him talking. jpeg or png file and a pdf or other that that I can use those in my macromedia fireworks 8 app. The budget for this project is $30 USD.
