Create a wrapper for Flash in C++/Windows

We want someone to write a windows C++ application in Visual Studio (No MFC) which will load in the IE or Firefox (either is fine -- we don't need both) versions of Flash and allow them to operate with the Internet and make them render a bitmap directly to a memory buffer.
Requirements:
Must load directly into the C++ context (not via a browser)
The loaded flash must still be able to access the Internet
Must be able direct the Flash objects as to what URL to navigate to.
Flash must be able to call back into the C++ wrapper via ExternalInterface,call in AS3.
Must work with Flash 10.
