I'm a mechanical engineer with over 15 years experience in designing, modeling, prototyping and effective manufacturing of different products, ranging from consumer goods to alternative energy systems.
In the Polytechnic University of Bucharest I specialized into industrial robots fiels and automatic systems.
As I see from the attached picture you need a porta type robot, with double feed table.
I guess that this is an assambling robot for PCBs even there (in the picture) is not visible any feeder for components.
You gave the first details (x/y/z displacement) but is missing one very important: required precission and repetability. Depending the precission and repetability I can use one or another driving system, but for sure I wouldn't use syncro belts (unless is a must), because this driving system has higher errors than a linear transmission.

How I work and what I'll deliver: even you've started the project, I'll prefer to start over, but if absolutely necessary I could use the parts/assemblies you provide.
All the components (where possible) will be of the shelf in order to diminish the costs.
I'll deliver all CAD files and drawings, including 3D pdf and BoM.
For an extra fee, I could make the presentation(ipn) and motion simulation.
