You could use iTextSharp for this purpose. It is fully C# support. I just need to review your sample PDF with some brief information so I would be sure it is do-able for your project

Hi, My bid covers using iText pdf library in C#. It's not free library for commercial use. I can build custom library but that will add 5X multiplier on my current bid since there's a lot of pdf version that need to be covered by library. 30% initial milestone is to be created and released on start regardless of option you choose (new or existing pdf parser).
