Hi, Anti virus technology mainly depends on how the program implements search among files and how it compares with virus definition. With some touch from Artificial intelligence this can be done efficiently. I am willing to use C# for this because it will give you an excellent UI if i use WPF. I can give you word that i will never let you down.

i can provide this. its not a issue of C# or something. i can give u on access file scanner. it will be c. P/L is not the issue here. issue is technology behind file system monitoring. and how much virus definitions you have. i already have a tool to "quarantine" malware. if you want PM me. if you want it in less than 30 days, price will be more.

Dear Poster, I saw that once you already accepted yanoe's bid.. What was the problem with that? Also, your expectances need to be narrowed. I understand if you have enough of "xx years experience, we will do .... unparalleled satisfaction".. Still.. I have written rootkit detector, and trojan finder. But I won't post nothing here until you clarify. Writing the utility, as others said, even with realtime access shield, *may* fit in your price margin. But no one will bring you a state-of-the-art (e.g. up-to-date) virus signature database for that price to you. And even less will commit to regularly update it. It is a 24/7 task for a complete team just to "keep up" with new threats. I can however offer consulting on the matter as well (like methods on how to "ease" the signature keeping, running an automated lab, or developing a "free" utility helping to automatically get the latest of suspicious for latter inclusion.

Dear alisyedx, Could you please provide more details about the software you want to buy? The "anti-virus tool" doesn't tell much about what you need. Is it supposed to be a specific virus removal tool or maybe you are expecting to get a anti-rootkit tool like gmer? Or, maybe it should be a tool like hjt? So, what do you want to buy?
