C++ Serial Port Application

I need a serial port program made for Windows 2000 and Windows XP. I need the program to communicate through the serial port at 9600 baud rate and 115200 baud rate. Also able to communicate through different communication ports (COM1, COM2, COM3, COM4). This program needs to have a text area where commands that are sent and received are displayed (Please view attached file). Also I need this program to have several buttons that when clicked send different commands through the COM port (Please view attached file). Also down below, I need a text input area to manually input commands and a send button to send the commands and a reset button to clear the commands in the text input area (Please view attached file). Also I need three drop down menus (Like File, Edit, View, etc) one to change the com port (COM1, COM2, COM3), another to change the baud rate (9600 and 115200) and an about menu (Please view attached file). Please specify how long it will take to create this program. Before payment is sent, I need to test this program and if it works you will get paid.
