Bulk database and our email sending to database contacts

Project: We require a database of hotels, golf courses, waterparks, outdoor activity centers and campsites which are located in high tourist destinations in Europe i.e. Benidorm and Magaluf, Spain; Algarve, Portugal; Biarritz, France; Tenerife, etc. Once the database has been constructed then we would like a bulk email sending to all entries on that database list. The email has already been written by ourselves. All we need is the database in excel format and the bulk email sending. The excel form will require the name of the establishment, address, contact details, and each country will be under a separate excel sheet/ heading. We want experienced people who can deliver quality leads. i.e. Large tourist resorts and hotel chains. We will award the contract/ project to the person who guarantees the largest email contact list at the lowest price. If possible we wish the email to be targeted to managerial positions (but not imperative) and the email needs to arrive in the inbox, not as Spam. For each recipient we want the email to only show their email address and not as a 'bulk' enquiry. One final note: we want the option for the quote to include prices for translation of the email for each specified country sent to. This may or may not form part of the end package. Cheers
