We are the property managers for a 4-building campus of office buildings. We are looking to develop a website to keep all of our tenants connected and informed.
What we are basically looking for is someone to build the structure and "look" of the site. We will develop the content on an as-needed basis (design the ads, slideshow, etc.)
The website will feature a "blog" type feature for the center column, links and ads in the left and right columns. A top menu is needed as well. Please see the attached file for our sketch. Please don't laugh at my craptastic artwork...I'm no artist.

Also attached is a recent eblast to give you an idea of the logo and colors that we are currently using.
These files will be provided to you to change the look/feel.
If possible, it would be nice if the pages could be built in html (since it's the only code I know) or some format very easy for us to manage after the build as we don't have very indepth onsite tech support.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered ``work made for hire`` under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
