Add notifications to existing webview app from XML API

We are looking for an experienced Android developer to add a dynamic notifications structure to an existing very simple application that loads an website through an webview (developed using Android Studio). Several notifications should be fired on specific dates/times of the week according to the info stated on a XML webservice.
The notifications should be sent to the android phone notification area, they are not internal UI notifications of the app.
