Convert VB.NET code to C# Code - A few lines

Very simple one I'm sure and hope for a quick turnaround. I have an API call that works fine in VB.NET but I am having some syntax problems in C#. The compiler states that I need to use the out keyword. I understand the idea of the problem but don't know how to code it to work.
