The framework exists: launch ASP.NET MVC3/MVC4 application from Visual Studio and you'll get all infrastructure. You would want to installl ASP.NET MVC 3 in WEB Matrix if I understood you correctly. Isn't it? Well, it looks that installation ASP.NET MVC3 is possible and I shall do that.
